"SSE" stands for Sensitive Site Exploitation, which means "analyzing information, materials, and persons at designated locations to answer intelligence requirements, facilitate subsequent action, or assist in criminal prosecution."

In other words, the role of this SSE pouch is to temporarily manage "something" that is recovered at the site of an infiltration operation.
